you're actually incorrect about being a vehicle with a designated lane. it is a courtesy lane to encourage bikers, not limit them. If bikers ride outside of said lane, they are responsible for the same traffic rules as apply to cars, and are also afforded the same protection/right of way.

It's not illegal to ride a bicycle in a regular traffic lane. The law (in most states) is to ride as far right as is possible. Sometimes this is in a regular traffic lane, and is always a regular traffic lane in the case for roads that don't have a dedicated bike lane.

Watched a guy getting off the bus onto the sidewalk get hit by a biker on the sidewalk... You're a vehicle with a designated lane. Cars aren't allowed on the sidewalks, they have to stay in their own lanes, so stay in yours. Just because someone parks illegally doesn't mean you have the right to do something illegal
