I disagree, the diameter would not decrease enough to affect the volume that much. The tire is at least 12" wide, pulled in as much as it would be on an 8" rim would decrease the ft3 of air at least 25% of a 10" rim. That rim looks to be at least 20" wide, that would near double the ft3 of air on an 8". Curvature of the side wall, difference in rim bead relief shape and stretch of the tread would make it hard to use a formula to measure it exactly with air. It'd be fun to try though!
