Actually they still would, because even though its burning "water" you still need to lubricate the parts. if this was implemented in cars, motor oil would cost a fortune. At the end of the day you still need a combustion engine to get the horsepower needed to push the car so they still win.

Mostly the one about conservation of energy - you can't create energy out of nothing, and so you can't power a car on *just* water. You'd need a battery to do electrolysis to turn the water into HHO, in which case, it'd just be more efficient to run your car on electricity instead.
